House Bill 3321 establishes Oregon’s first statewide primary prevention strategy focused on preventing, delaying, and reducing youth substance use. The bill directs the Alcohol and Drug Policy Commission (ADPC) to develop and implement comprehensive plans addressing the full youth continuum of care.

    The ADPC must:

    • Conduct a statewide inventory of existing prevention programs and workforce capacity.
    • Identify funding sources, service gaps, and areas of unmet need.
    • Outline state agency roles, funding models, and measurable outcomes.
    • Provide a financial accounting of current prevention spending.

In collaboration with Oregon Health & Science University (OHSU), the ADPC will also deliver education and technical assistance for youth substance use treatment and early intervention providers.

HB 3321 was signed into law in June 2025 and represents Oregon’s first coordinated investment in primary prevention of youth substance use.
