Guiding Oregon’s Prevention Movement

Strong leadership is the foundation of effective prevention. At the Oregon Coalition of Prevention Professionals (ORCPP), our Executive Leadership Team brings together some of the state’s most respected prevention experts, coalition leaders, and community advocates to shape the future of health and safety across Oregon.

With years of hands-on experience in community-based prevention, public health, and policy, our leadership team ensures that the work of ORCPP is strategic, impactful, and aligned with the needs of Oregon’s diverse communities.

Clair Raujol
– ORCPP Co-Chair
Prevention and Wellness Program Supervisor Multnomah County Behavioral Health Division

Clair has worked in the field of primary prevention for the past 15 years.

Her current role supports our team members that focus on primary prevention for alcohol, cannabis, opioids and illicit substances, problem gambling, mental health, and suicide (including postvention work).

She has been a member of ORCPP since about 2018 and has held various leadership roles on the team. Clair grew up in the Portland metro area, spitting in various Portland neighborhoods and suburban cities, and is proud to now work in the community that she grew up in.

In her personal time you will generally find her spending time on the hobby farm with her Border Collie, Adley, and husband, Chris.

If not working on the property, they enjoy day trips all across our beautiful state.

Cyndy Hillier

Tualatin Together Executive Director

Cyndy Hillier, has been in the prevention field working in her community since 2011. In addition to being a graduate from CADCA's National Coalition Academy she was also in the first cohort of CASAT/PTTC/CADCA's Coalition Business Administration certification.

Cyndy uses her passion and skills to serve as part of the Oregon Coalition of Prevention Professionals (ORCPP) Executive Leadership Team and is dedicated to ensuring preventionists are at the table for conversations focused on the youth and families in Oregon. Cyndy serves as a City Councilor for the City of Tualatin in her spare time as well as being a softball mom chasing her two daughters from their t-ball through collegiate careers.

She and her husband and precious dog Charlie have lived in Tualatin, OR for 26+ years and look forward to many more.

Pam Pearce
– ORCPP Co-Chair
Community Living Above Executive Director

Pam Pearce is dedicated to helping individuals and communities prevent substance use concerns by ensuring they have the information and tools needed to make informed decisions and thrive. Passionate about advancing primary prevention, she works to raise awareness of how early education and support can change lives and strengthen communities. Pam serves on the Prevention Committee of the Alcohol and Drug Policy Commission, the executive board of the Clackamas County Mental Health and Addiction Council, and the Oregon Alliance to Prevent Suicide.

She is a founding member of the Oregon Coalition of Prevention Professionals and co-founder of Harmony Academy, Oregon’s first recovery high school. Pam also helped lead the passage of Oregon’s groundbreaking prevention legislation, HB 3321, which established the framework for a statewide primary prevention strategy.

Abigail Wells
– MA, CPS

Abigail Wells has dedicated more than 15 years to youth substance use prevention and community wellness. She began her career as a Residential Counselor and Language Arts teacher in rural Oregon, where she discovered her passion for prevention work.

Since then, Abigail has held roles as a Prevention Specialist, Coalition Coordinator, Coalition Director, and Community Prevention & Public Health Department Manager in the Portland, Oregon area. She now serves as a Community Prevention Project Coordinator with Educational Service District 112 in Vancouver, Washington, leading statewide efforts to strengthen rural prevention strategies through the Prevent Rural Network.

Abigail is deeply committed to overall youth wellness, advocacy, and using data-driven,
community-wide approaches to create healthier environments where youth and families can thrive.

Abigail is also a long-time member of ORCPP (Oregon Coalition of Prevention Professionals), where she has served in several leadership roles on the Executive Board since its founding. A lifelong Oregonian and proud member of the recovery community, Abigail draws on her lived experience with mental health and addiction to bring authenticity and empathy to her work. She lives in Tualatin, Oregon with her two daughters and loves exploring the Pacific Northwest through boating, camping, and outdoor adventures.
